A photo ID of any kind. It doesn't have to be a driver's license. They also ask for Social Security numbers or cards for each person in the household.
Proof
They may ask for proof of address (a piece of mail or a utility bill) and proof of income.

For non-USDA food assistance, individuals must provide proof of residency, proof of Social Security Number on all household members, and a picture ID on the head of household. In case of crisis, a Red Cross, Police, or Fire Dept. Report is accepted. USDA food aid does not require these documents.”
